The Hong Kong Generative AI Research & Development Center (HKGAI) held the “HKGAI V3 Large Model Launch and Ecosystem Partnership Conference” today. As the nation continues to advance its “AI+” initiative, Hong Kong is also accelerating the development of its AI ecosystem. Through a multi-pronged approach encompassing computing infrastructure, data governance, research commercialization, and the expansion of application scenarios, the city is driving industrial upgrading through AI. The Hong Kong Generative AI Research & Development Center (HKGAI) held the “HKGAI V3 Large Model Launch and Ecosystem Partnership Conference” today, officially unveiling the latest version of its local large model, HKGAI V3. The event also marked the grand launch of Hong Kong’s first productivity-grade super agent, further propelling the city toward the era of AgenticAI (agent-based AI).

The conference was attended by Professor Sun Dong, JP, Secretary for Innovation, Technology and Industry; Mr. Liu Maozhou, Counsel (Level I), Department of Educational, Scientific and Technological Affairs, Liaison Office of the CPG in the HKSAR; Professor Harry Shum, Council Chairman of the Hong Kong University of Science and Technology (HKUST) and Board Chairman of Hong Kong Artificial Intelligence Research and Development Institute (AIRDI); and Professor Yike Guo, Deputy Vice-Chancellor of the Hong Kong University of Science and Technology and Director of HKGAI. Together with nearly 30 ecosystem partner enterprises present at the event, they witnessed the launch of the HKGAI V3 large model and the initiation of the ecosystem collaboration mechanism.

The “Eco-Collaboration Mechanism,” initiated by HKGAI, aims to bring together the government, businesses, and community organizations to collectively transform AI technology into a practical driver of high-quality development in Hong Kong.

In his remarks, Professor Sun Dong, JP, Secretary for Innovation, Technology and Industry, stated: “HKGAI V3 is a large language model trained on local data. Not only can it handle two written languages and three spoken languages, but it also has a deep understanding of Hong Kong’s unique context and culture. It is capable of flexibly handling localized and diverse application scenarios, truly understanding the needs of the Hong Kong market.

I look forward to the upgraded large model providing more down-to-earth vertical applications, such as optimizing ‘HKPilot’ and ‘HKChat,’ so that Hong Kong users can enjoy a higher-quality, more authentic AI experience. The national ‘14th Five-Year Plan’ clearly states the need to fully implement the ‘AI+’ initiative. The SAR Government is proactively aligning with the nation’s overall development strategy, adopting a multi-pronged approach to achieve ‘AI industrialization and industrial AI adoption,’ and actively enhancing Hong Kong’s AI ecosystem.”

Training large pre-trained models is akin to ‘raising a child,’ and educating that child is even more important. No matter how powerful its general capabilities or how large its parameters, if it has not been aligned with the values of local regulations and the socio-cultural environment, it will lack ‘judgment’ and cannot be truly implemented in practice.

In the AI era, focusing solely on technical specifications has lost its meaning; what truly sets us apart is localization and security compliance. The goal of HKGAI V3 is to become the ‘digital Hong Konger’ that best understands the business operations of Hong Kong’s government and enterprises. The ‘Agent Workshop’ we are launching today is Hong Kong’s first super-intelligent agent to truly reach productivity-level capabilities. It will be seamlessly integrated into Hong Kong’s real-world work scenarios, unleashing unprecedented productivity potential.”

PART.03 Local Large Model HKGAI V3 Upgrades Capabilities Demonstrates Diverse Application Scenarios

As the core engine of AI research and development in Hong Kong, HKGAI V3 has further enhanced its support for the Hong Kong context, industry scenarios, and practical application needs. It has achieved significant improvements in both operational efficiency and the sustained execution capabilities of agents, including a more than 10-fold increase in token compression efficiency and a nearly 100-fold increase in agent runtime without human intervention.

By deeply embedding local Hong Kong knowledge into the model, the Agent Workshop of HKGAI V3—as the core platform for Hong Kong’s first productivity-level super-agent—has demonstrated the ability to run stably for up to 28 hours without intervention in a single test run, effortlessly completing complex tasks. More importantly, Hong Kong’s cultural DNA has been embedded into the model’s neural network—whether interpreting a single sentence or conveying a specific meaning, V3’s outputs are more closely aligned with local Hong Kong contexts and conventions.

Token Goes Global: Expanding Diversified Inference Computing Power and Full-Stack Intelligent Services Overseas

Leveraging its expertise in local large language models and multilingual training capabilities, HKGAI has partnered with Hong Kong Inspur Cloud, as well as the three major international telecom operators—China Mobile International, China Unicom International, and China Telecom International—to expand its AI capabilities, including models and intelligent agents, to overseas markets through diversified inference computing power and intelligent services.

Launch of the HKGAI Government and Enterprise All-in-One Machine: Meeting the Diverse Needs of Government, Enterprise, and Commercial Clients

The newly launched HKGAI Government and Enterprise All-in-One Machine was jointly developed by HKGAI, TD Tech, Huawei, and Lenovo LPS (Lenovo PCCW Solutions). It is an enterprise-grade AI private deployment all-in-one solution designed for government and enterprise clients. Available in rack-mounted server, tower workstation, and all-in-one terminal form factors, the device features the built-in HKGAI V3 large model to enable local inference and ensure data remains on-premises. Fully compliant with Hong Kong’s privacy regulations, it is suitable for high-security scenarios such as government affairs, finance, healthcare, and corporate intranets.

PART.04 Cross-Industry Leaders in Dialogue “Local Large Models Empowering All Sectors”

One of the conference’s highlight sessions was a roundtable forum themed “Local Large Models Empowering All Industries: AI Implementation and Ecosystem Building in Hong Kong.” Drawing on practical experience from their respective industries, multiple guests conducted an in-depth analysis of the most pressing operational challenges that require AI solutions. They also explored how, within Hong Kong’s unique market environment, large models—which leverage local cultural and linguistic advantages—and the city’s first productivity-grade super agent can be deeply integrated into daily operations and product development;

At the same time, attending leaders looked ahead to the disruptive changes AI will bring to all sectors and expressed their hope for closer strategic collaboration with HKGAI in the future. Together, they aim to advance the arrival of the “Agentic Era,” enabling AI to truly empower all industries in Hong Kong and build a more vibrant local AI ecosystem.

Since its establishment three years ago, HKGAI has published nearly 700 academic papers, achieving remarkable results. Attendees also toured an exhibition of outstanding academic papers on-site, gaining an in-depth understanding of the R&D Center’s substantial scientific achievements in the cutting-edge field of generative AI.
